We met yesterday with representatives from state agencies, commissions, and occupational licensing boards to discuss the final roll-out of the new functional schedules. Here are the handouts that were provided to attendees:
- agenda
- PowerPoint
- overview of the functions of North Carolina state government
- timeline for roll-out
- sample signature pages — the blue arrows indicate elements that will be specific to an agency; these signature pages will be generated by the Government Records Section at the end of October (with input from the agency)
- draft schedule amendment/records series evaluation request
During the presentation about training, several aids were offered:
- crosswalk from the General Schedule for State Agency Records to the new functional schedules
- draft spreadsheet versions of functional schedules — which can be modified (1) to reflect agency-specific retention periods that are longer than required, (2) to document records custodians within the agency, or (3) to crosswalk agency-specific item numbers to the functional schedule [please contact your records analyst if you would like a spreadsheet that is not listed here]
- sample records inventory form
- tutorials about functional schedules (which are also available in the Learning Management System):
Some key dates to remember:
- October 18: last day to submit requests for changes to the functional schedules
- October 31: last day to coordinate with your records analyst which functions apply to your agency and who will sign for your agency
- November: signatures (by DNCR and then by custodial agency)
- December 1: functional schedules become effective, superseding all agency program schedules + General Schedule for State Agency Records
Some additional items that may be useful to you:
- list of functions and sub-functions of North Carolina state government
- introductory material for the functional schedules — including a key for reading the schedules
- sample destructions log
