DSS Records: Can parents gain access to confidential records regarding their children?

The School of Government’s Aimee Wall, has posted a very interesting article, that examines the issues surrounding parents’ right of access to confidential records held by county departments of social services. Professor Wall explores the sometimes unanswered questions that arise when a county decides that specific circumstances prevent that county from sharing a child’s records with a parent, as well as how some counties address these issues.
